I am looking for the meaning of "spinner" related to the sea.

Not at all the same thing. Angling is the act of fishing. A spinner(or spinner bait) is a lure used when angling, often for fresh water bass.

A "spinner" is the name of an object, one type of fishing lure that has a spinning motion in the water to attract fish with the movement. You attach a spinner to the hook at the end of the fishing line.

"Angling" is the activity of fishing with any type of lure. It is one type of fishing. You might go angling with a spinner attached to your fishing line.

There is also a type of fishing called "spin-casting" where you flip your fishing pole over head to get the lure or bait down onto the water surface.

The definition you looked at is telling you that a "spinner" is a type of lure used when you are "angling".

So "angling" means the same thing as "fishing". In the US, people who fish can be called "fishermen" or "anglers."

Angling is a verb and means the same as fishing. Spinner is a noun, and describes a type of lure used in the act of angling. And a spinner does exactly that, like a boat's propeller in the water.
